Surrogacy in Greece

Although Greece has historically offered a strong legal framework for altruistic surrogacy, including access for international intended parents, our program in Greece is currently suspended. This decision follows a major scandal in 2023 involving the arrest of 10 individuals at a clinic in Chania, Crete, for alleged child trafficking, fraudulent IVF practices, and other serious legal breaches. Several of those arrested remain in custody pending trial.

Until these criminal proceedings are resolved, the Greek legal system has become cautious in approving new surrogacy cases, and the availability of surrogate mothers has sharply declined. As a result, we are not currently accepting new applications for surrogacy in Greece.

Why Greece Had Been a Strong Option

Greece has allowed altruistic surrogacy for international intended parents — including non-EU citizens — since 2014. The law requires court approval before embryo transfer and limits surrogacy to heterosexual couples or single women. Compensation beyond basic expenses is not permitted, although surrogates may receive support for time off work and medical costs.


Intended parents have historically not needed to attend court in person, and court approvals typically took around 2–3 months. Children born via surrogacy in Greece are eligible for citizenship based on their parents’ nationality, and the process of applying for birth certificates and passports was generally straightforward with local legal support.

We understand that many families have been drawn to Greece due to its legal clarity and EU location. However, in the current climate, we strongly advise against attempting to initiate a surrogacy process in Greece until the legal situation stabilizes and ethical surrogacy programs can once again operate safely and transparently.
